BMC Client Pentangle Consulting Engineers Limited would like to wish all the readers a prosperous new year!

In 2009 we are all facing a harsh financial climate the same as everybody else, however, despite the economy and indeed the construction industry in a state of chaos Pentangle is looking forward to one of our strongest years to date. Over the last year we have continually changed and grown to suit the industries needs unlike some of the larger practices we have been able to be agile and flexible when our clients need it.

With all the doom and gloom of the current economic climate that we are hearing in the press it may seem that now is a bad time to invest in property, however, this is dependant on which side of the fence you're on - if you're a first time buyer without a deposit then yes now is probably a bad time to invest, but if you are fortunate enough to be more financially stable, it is a great time to invest in property or redevelop any property you currently own. Our team is currently working on a number of projects to improve existing commercial and domestic properties, maximizing the potential of the existing property. In the long term, investment now will see a return in the future once the property market picks back up.

Pentangle News:

John Smith has recently become an accredited Commercial EPC (Energy Performance Certificate) Assessor. John can now provide commercial energy performance certificates for new and existing commercial buildings to comply with legislation which came into force at the end of last year. Click here

This Accreditation enables us to assess the performance of both new and existing developments to ensure that a client can see how a building performs together with recommendations for improvement.

As part of our commitment to sustainability Pentangle took part in the CIBSE 100 Hours of Carbon Clean Up Campaign:  Click here  We dedicated staff time to carbon reduction activities which included setting up a review of the use of office equipment and power consumption to ensure all our equipment is being used in it's optimum manner and not wasting energy. At our Hertfordshire office we have now changed energy supplier to Ecotricity: www.ecotricity.co.uk  a supplier that is committed to reinvesting their profits into renewable technologies in order to increase the amount of electricity they can generate. We also reviewed our Environmental and QA policies to ensure all members of staff and our Employers are aware of our commitments to sustainability.

Pentangle continues to actively support The University of Brighton and has recently awarded a prize to the top Architectural Technology Student of 2008 as chosen by the university . This year we shall continue our links with the university by attending and giving input to the Industrial Placement Panel to help the university ensure it's students are ready for the real world when they leave. We have also recently taken on Jackline Kibe who has joined us on industrial placement as part of her degree in Architectural Technology.

Pentangle Help:

A number of people have asked us what we do and what are we, we are Architectural Technologists, Building Services Engineers and Low Carbon Consultants and we provide a complete package of building solutions to from feasibility to handover. Our team consists of:

Architectural Technologists, also known as a Building Technologist, the Architectural Technologist provides building design services and solutions and is trained in architectural technology, building design and construction. They apply the science of architecture and typically concentrate on the technology of building design and construction. They may negotiate the construction project, and manage the process from conception through to completion.

Low Carbon Consultants are  professionally competent to minimize energy use and carbon emissions from buildings both in design and operation. They are able to go beyond the current legal minima in improving the energy performance of both new and existing buildings. Clients can be sure that buildings designed and operated by Low Carbon Consultants will meet the requirements of Part L (Conservation of Fuel and Power) and Building Control Officers can be assured that compliance is being signed off by suitably qualified professionals.

Building Services Consultants are responsible for the design of the mechanical, electrical and public health systems required for the safe, comfortable and environmentally friendly operation of buildings All the things that you probably never think about in your day to day interaction with buildings, power, light heat, ventilation, water, data, air conditioning, gases, security, alarms, CCTV, AV systems, building transport etc.

Help From HMRC For Small Businesses By Claire West

Turnaround and financial management specialists Insight Associates believe that for the thousands of small businesses whose year end is 31st March, the first day of the new year will be especially unwelcome, it being the day their corporation tax payment is due for the 2007-2008 tax year. And for those whose VAT payment is also due in the first week of January, the new year is likely to start with a cashflow headache.

However, whilst help may be at hand from HM Revenue & Customs via the business payment support service, Insight Associates believes that most businesses are unaware of the help that is available and, furthermore, many businesses are sleepwalking into cashflow problems, which – if they address now – they might be able to avoid.

In the Pre Budget Report delivered by the Chancellor Alistair Darling on 24th November 2008, he said:
“…at this time of real difficulty for many small businesses, they need ‘time to pay’ when meeting their tax bills. I intend to meet this need. From today HMRC will enable firms facing difficulties to spread their tax on a timetable they can afford. This will cover not just VAT, as some have suggested, but all business taxes. VAT, corporation tax, income tax and national insurance. And not for six months but for as long as they need.”

Insight’s Garry Mumford explains the significance:

“A large number of small businesses need to pay their corporation tax on January 1st. This payment will reflect, for many businesses, a successful year’s trading but needs to be paid at a time when many are having a very tough time. In addition, many businesses will also need to pay their quarterly VAT bill in the same week.

“Alistair Darling’s kind offer means that small businesses have a real alternative to getting into difficulty paying their businesses tax bills over the coming months. However, in our experience few businesses are aware of this option and even fewer have realised that the first week of January could present real cashflow problems – problems, that with the help of HMRC, they could perhaps avoid.”

The Business Payment Support Service however only applies to amounts that are about to become due, or are just overdue, so those with January 1st payment dates need to act now HMRC will not make any surcharges for late payment as they would normally do, but there will be an interest charge. It should be noted that HMRC cannot deal with outstanding overdue payments where HMRC have already contacted businesses about payment.

Prepare before you call

Insight Associates believes that small business owners would be wise to do some homework before they call. They will need their tax reference number, details of the amounts that they will have trouble paying and in HMRC’s words, ‘basic details of your businesses income and outgoings’. This really means they need to have done at least a basic cashflow forecast.

Garry Mumford again:

“We have already had experience of dealing with this service on behalf of clients, although it is very early days yet. They promise to give you a decision in about 10 minutes for straight forward cases. One of the advisers we spoke to admitted to us that the staff handling the calls are newly recruited and inexperienced, which does worry us.

“However, they do have a mandate to resolve all calls within four days, although their aim is to deal with them when you call and put in place a ‘time to pay’ deal. It is critical that you are prepared before you call as this will give you the best chance of getting a deal that works for you.

“We’d be interested to hear of other people’s experiences and to help businesses avoid the cashflow trap.”

LEGAL TV STREAMING

It appears that the TV Licensing Authority has eventually got to a point of greater clarity on whether a License is needed to watch TV – this is particularly relevant to us at work, as although we all pay for a TV License at home, but would be expected to pay again if we watch live TV at the office….

However, that only applies to live broadcast or streamed TV, it has been confirmed!

The BBC  announced plans to broadcast its two main TV channels online as live web-based video streams, following successful trials involving its digital channels. (November, 2008)

The Beeb already offers live streaming access to BBC News, BBC Three, BBC 4, two children’s channels and the vast majority of the BBC’s local and national radio stations. Access to these live streams is restricted to UK-based IP addresses.

"From 27 November License fee payers will be able to watch BBC programmes, live, wherever they are in the UK on their computers, mobile phones and other portable devices,” said Jana Bennett, Director of BBC Vision.

The TV Licensing web site states: “If you use the BBC iPlayer to watch TV programmes at the same time as they are being shown on TV (live) then you will need to be covered by a valid TV Licence. If you use the BBC iPlayer to watch BBC programmes after they have been broadcast - either to download, or via streaming 'on demand' you will not need a TV Licence.”

While viewers of the live streams will need a License, both the BBC and TV Licensing are vague on exactly how License fee evasion can be detected and proven, given that the current detection process is geared towards identifying active televisions in unlicensed houses, rather than what computers are being used for.

So – the outcome is that you can legally watch programmes live if your “receiving apparatus” is portable, and you can legally stream and download programmes on your computer etc if this is after the live broadcast. But don’t fall foul of the Copyright laws, and the Performing Rights Society, and …
